The Speaker Of Parliament Rebecca Kadaga has reiterated the need for legislation against LGBTI persons in Uganda. While addressing plenary yesterday she said “There is no bill on Homosexuality,what we need is a new bill after the court nullified the Anti Homosexuality Act.”
Since the law was annulled on 1st August 2014 different Ugandan leaders have been trying to bring back a law that would abuse the rights of Ugandan LGBTI. In 2015 a leaked draft revealed that some MPs were drafting the Sexual Offences Bill to include sections that would cause prosecution of LGBTI persons including a seven year prison sentence.
Same sex conduct is still punishable under the Penal Code Sec 145, this means there is a law. Therefore the speaker should not say there’s no law.
Last week there was uproar in parliament when copies of the 3rd edition of the Bombastic Magazine was distributed to some MPs. They claimed that they were shocked to receive material that “promotes homosexuality ” this amused many activists because the same legislators received the first and second edition of the said publication.
